For, great has been the havoc done to the common interests of China and foreign countries by the troubles which have taken place in Chihli, it is as nothing compared to the evils which would result from a rising in those parts of China where the machinations of Kang Yu-wei and his accomplices are endeavouring to promote disaffection and sedition.
In order to facilitate the execution of any instructions which Her Majesty's Government may be pleased to give the Consuls and the authorities at Hong Kong and the Straits Settlements, I inclose a list of the principal persons connected with Kang Yu-wei, and for the better identification of their names I accompany it with another showing how they are written in Chinese.
I commend the considerations contained in this note to your Lordship's kind attention, and have, &c.
